NASRO was founded by Robert Gaw in 1992 to provide services and advocacy for people and organizations who are interested in socially responsible solutions to important unsolved problems of their businesses and the country as whole.

Beginning in 1974, Robert started working on health care reform in Massachusetts and Washington D.C. Having grown up in Massachusetts in the 1960's during a time when it seemed anything was possible and having parents who were very politically active in the Democratic Party, working for the passage of Medicare and many other human rights causes and candidates, he expected to spend his career working for a new universal health care system that covered all Americans.

Instead he ended up working for the new community based non-profit HMO's that were created in the 1970's and later Blue Cross and Blue Shield. But, as he learned more about direction the health insurance in the United States was headed with free market based solutions, the dreams of the 1960's refused to die and he turned away from a promising and very profitable career in senior health plan management and the idea for NASRO was born. He credits his parents and his grandparents with instilling in him the importance of service over all other achievements. His father, also named Robert Gaw, worked for the Johnson & Johnson Corporation and his mother, Patricia Gaw, worked for the U.S. Army and was the last civilian commander of the Watertown, MA Arsenal.

NASRO has tried to maintain a flair for the dramatic that Robert learned in the 1970's and sometimes this makes health insurance executives uncomfortable because they do not like having a critic that knows so much about their business.

The effort to build NASRO has taken him to California and back again to Massachusetts where after 230 years the tree of liberty remains the strongest and businesses and people are willing to demand with alacrity a just, fair and affordable health care system, an excellent educational system and a state truly based on equality for all. NASRO continues to have an office in San Diego, California and continues to see California as the trend center for the nation. NASRO continues to focus its service program on health plan administration. As health care and health insurance continue to grow more and more complex as layer after layer is added to satisfy the needs of the industry and sometimes the government, NASRO believes there is an important role for a private non-profit administrator of health plans that is accountable to its members, as a check against the infringements on privacy, to provide quality service and to curtail administrative rule making that favors the powerful.
